Update. I came up with a better way to mount the body. Made an extension with a 45 degree angle for my cherry picker. Worked like a charm.

I did it this way. Just have to keep moving the straps to get the balancing point. Then I made a rolling cart for the body

Thanks again to all you guys for your responses. To the guys local to me. I went to the White Bear Lake DMV. I was the only one in there at the time. Nice lady helped me fill out all the paper work. They can not issue a title. They had to send it into the main State office for the title...

Thanks for the reply's guys. When I went to the DMV I asked them if they wanted the engine or frame serial numbers. They said no. In Minnesota it's the body number is what they go by on the title.
