How does the ring lock?

Hello, I have a Model A that I run 16s on and I wanted to have a spare tire cover. I came across one and picked it up. What else do I need to complete it in order to lock it/secure it?

I have a Columbia that I’m putting in my Model A. The banjo is Flathead era, which is fine. My question is related to the radius arms. The ones I have are two different lengths. Why would that be?
