I got the seal kit as well. Turns out only one of the correct screws was installed. I took that screw and tried it out in the rest of the holes and most of them it went into well, in two it didn't quite (they are a bit "flogged out" as you said). Several of the holes had no fastener installed...

Appreciate it, thank you for the photos. I'm going to order the hardware kit. While I was looking for the hardware, I noticed a 1941-48 Ford floor toe board plugs/bumpers set listed. When removing my floorboard, I noticed one of these lying under the car. Any idea where they would go under...
