What would I expect to pay to have a '54 ford completely re-wired to 12v - parts & labor.

When I rewired my '54 I replaced all of it, the old cloth insulation was rotted so bad just touching it made it fall off also found corrosion in many of the sockets and contacts. It is also easier to do the dash wiring with the dash out.Seriously oj, $3500?I don't think you need to re-wire to change to 12 volts. Just change things like the generator, regulator, voltage reducer for the dash gauges, horn relay, battery, all bulbs etc. The old 6 volt wiring is probably even a slightly heavier gage. Unless you want to change the wiring because it's in bad condition.
