1936 Ford License Plate Bracket

I would like to put the front license plate bracket on my '36 but I can't seem to find any place to attach the original type bracket.
Anyone know where it belongs?
There are two holes at the bottom of the bracket but no matching holes anywhere on nither the bumper nor bumper bracket nor the fender.

It attaches to the right - outer bumper arm with two hex head bolts, lock washers and hex nuts.
If the holes are not present in that arm, I'd have to believe you have an incorrect arm.

Perhaps Ford had two versions of the bumper bracket, one without holes for states that required only one license plate? It would make sense that the service parts would not have holes because they could always be drilled.

Not that easy to drill holes on the bumper bracket.I burned up a few drills ..It took 3 bits per hole with the third a carbide.

Only one design was available back then.
And as another has stated, drilling spring steel requires a special drill bit and method.
