1932 firewall insulator - 4cyl

What is that round, approx. 4" dia. that is right above the engine. It looks like it is sticking out about 4". What does it do.

OK I see now. Good idea if it works. A 32 owner told me it has to do with the vacuum for the windshield wiper motor. did not think that was correct. thanks
