leftover carb kit parts

I get that the kits are universal so there are always left over parts in a 94 kit.Search function told me the valve on right is my PV, and I figured out the tiny spring,but what is the white felt thing for? My other question is my instruction sheet showed a return spring associated with the accel pump external rod. I have the one that goes around the flat plunger rod with the slot on top. I don't see that other spring on or in any of my old 94 carbs here. Thanks.

External, right where pump rod exits in order to connect with link to throttle arm. Most are never replaced following a rebuild. There is, or was a washer that is peened, holding felt in place.
 
Thanks, I might as well use it. Maybe a dab of JB weld to secure it. I live on a long dusty dirt road so seems beneficial.
