1940 Flathead - Question Re Lifter Tolerances

Hi All, I have a question I am hoping someone can help me with. A friend of mine is in the process of rebuilding a 1940 flathead engine which, as originally built, did not have any adjustment for the valves. The current tolerance (I hope I am using the right word) is 5/1000 but the manual we have says it should be 12-13/1000. Is 5/1000 correct? Or should we install lifters that allow for some adjustment? Thanks for your help.

Valves should be intake .010 - 012 intake and .014- .016 exhaust. Grind the ends of the valve stems to get the correct clearance.

If by chance you grind too much off when adjusting, you can use
Eutectic 16FC rod applied with a torch to the end of the valve stem.
You can also TIG weld 347 stainless rod on.

tig or mig has been done by some to decrease clearance proper way is reface the valve 45 decrease, either way suppose ok but still have to remove valve.

Facing the valve is not the right way to do it because it will have been already seat located!!!!!!!!!!!!!
