48 coupe- What are these?

[Bolts]

Had the rear end apart, changed axles and and replaced rear brakes and emer brake cable. Everything went back together, no apparent problems.
These little wire clips are still in the hardware tub I was keeping everything in.
Can someone please tell me what these are and what they're used for?

I think they attach to the emerg brake cable housing as it enters the backing plate

Those are not authentic Ford parts. I know that doesn't answer your question but if you swapped the cable, perhaps these are no longer necessary???
