59 Edsel Question

So we got in a 59 Edsel. I am looking it over and found this pedal between the brake and the parking brake. What am I looking at here?

winshield washer fluid bag, under the hood ?

Also does anyone know where the reverse light switch located?

that's what it is but, there are no bog or hoses or nozzles anywhere. Just a hose coming out from the bag.

It's the manual windshield washer pump.
