The choke knob turn all the way in, clock wise, and back it out 1/4 turn. The air/ fuel screw on the carburetor turn it all the way in and back it out 1 1/2 turns to start. Max 3 1/2 turns.

yup - should start just fine in those settings. Mine didnt need much adjusting from that. The idle screw you pull the lever inside down a few notches to start. Let the engine idle and warm up for a bit before trying to mess with settings including the idle.
One thing was left out of this discussion: When I rebuild a Zenith I open the GAV control a full turn open and set the idle mixture control at one and a half turns out from fully closed as all have recommended. You also should back the idle stop adjust screw all the way out. Loosen the two throttle plate screws and open and close the throttle abruptly several times to center the throttle plate in the throat properly. Tighten the two throttle plate screw and run the throttle stop screw back in until the throttle plate is splitting the small hole in half in the throat of the carburetor. This will give you a high idle rate at start up that can be adjusted lower after the car is running.
