I have that version of Snap On pliers and tried to use them to get the E brake lever clips off but no go. The tip of the pliers where to wide and would not fit in between the legs of the horse shoe clip. I used a screw driver to spread the clip far enough the get the pliers in then they worked. Raybestos, and I'm sure others, makes a E clip replacement that is much easier to put on and take off.No special tool is needed, but if there actually is a correct tool it would be this ancient variant of snap-ring pliers with outwardly facing flat tips. The one below to my surprise actually mentions this ridiculously obsolete application in its ad: "For spreading both soft iron horseshoe lock washers used on brakes and tempered steel lock rings..."
I have a proper old one, but it would be a lot quicker to pry them off with a screwdriver than to find the thing.
