Tell me what I have

Alright guys, tell me exactly what I have and where it mounts. The widow of a late friend of mine let me have this out of his garage before she moved away. Ty had shown it to me before and tole me that it was a lamp for under the hood. I have seem similar ones that have been called retractable map lamps but they were all mounted in-dash. I saw a cigarette light that was also similar and the description said that it was mounted under the dash. This one will accept a light bulb and the cloth wrapped wire pulls and retracts as it should. The chrome loop - I have no idea unless MAYBE a lens would have fit in it. There are no markings on it except for BAT and I have never seen another. Thanks in advance for you suggestions.

This unique accessory (Cigar Lighter) has been banned in California (or it soon will be), as it is a known precursor to carcinogenic malevolence. It also has been found to encourage cigarette smoking and is thus verboten in California. Also the image of it has been known to cause sever mental stress to former smokers who do not like to be reminded of their early life as a tobacco addict.
