Are the wooden body blocks on a 28 sedan supposed to have the rubber pieces attached on the bottoms of all of them or are they only used to shim things as needed?

I try to make sure at least one pad is on every block and shim as nessesary from there. This ensures everything is equal and eliminates the bare wood on metal issues.
