Many oil bath aircleaners have a chamber inside for sound deadning ---the chamber doesn't get liquid in it normally, not easy to drain out, anything like acid, or media blasting won't come out, if it is rusty inside there most likely the only way to get the rust out---and whatever is used to clean out the rust, and the debris from cleaning the rust will only come out by taking the aircleaner apart at the seams, into componet parts, personally if my oilbath aircleaner is internally rusty I would look for a different one.
If only the external surfaces need cleaned I would use wirebrush, sandpaper, solvent, perhaps gasoline---if the aircleaner suffered from neglect(too low of oil level) dip clean the mesh with solvent, or gasoline
