What is used here?

Currently working on a 1930 Tudor. What is used in the two holes circled in the photo? The driver's side has a material in those holes, but I can't determine what it is.

I restored a 30 Tudor a few years ago. I had to replace all of the wood in it. I could be wrong but I think it's access holes to run screws in to attach the side rails to the header.

Vague recollection from 20 years ago… two carriage bolts that go thru the angle bracket between side wood and windshield header. But I could be wrong

After reading the responses (thanks btw) I took a closer look and after blowing out some dirt, saw there is a slotted screw in each.

My question now is should this be plugged with something like the driver's side or isn't it necessary? My concern is if leaving it unplugged, would be noticeable after the top is installed.

I would think that plugging them with either wood putty or actual wood plugs would not be that noticeable if at all.

Hello , any imperfections in the under layer may show through the top material, definitely plug the holes top material may sink into them in time , make sure no lumps or bumps are present before laying up the padding and topping. Good luck and take time when upholstery.
