It could be product incompatibility, a topcoat with a hot thinner being applied over air dried enamel. In other words a lacquer -based rattlecan being shot over air-dried enamel. OR more likely it is technique- When the lower basecoat lifts or wrinkles, incompatability of products being ruled out: (1) dust the first coat or two, you don't want a really wet film over the suspect area, it will try to dissolve the base finish. Let it flash off, and dust again. Don't wait too long to recoat, a full recoat over a semi-dried lower coat causes wrinkling. If it continues to act up, you have two options: strip and reprime then repaint, or sand smooth trying not to leave an edge to bare metal and use an enamel-based non-sanding sealer. Shoot it with a couple of light coats PAYING CLOSE ATTENTION TO THE FLASH TIMES AND COAT THICKNESS. You dont have to saturate the piece to gloss it out, work patiently and by the coat. Best of luck.
