Oil pan seal 8RT

Need some help identifying part 6410 in the attached photo. I see where it secures to the rear two pan bolt holes with long bolts. But there are 5 holes along the perimeter of the part. What do they attach to ? It looks like it should secure toward the starter plate but the starter plate that was on engine was cut out at the bend and an earlier dished flywheel was on the engine I'm assuming to clear the flywheel. All photos of starter plates I find do not show bolt holes. Thanks Zeke

The rubber seal has raised circular dimples that fit into the holes on the plate to keep the rubber from moving around after it's all bolted up. There are no bolt holes in the starter plate the rubber just acts as a dust seal.

PS: Sans picture of plate; Wow! They really cut that thing out.
