How to tighten cowl band

I noticed a loud rattling from the front of my car on the way in to work this morning. Through the open windshield, I pressed down the cowl band and stopped it, so I'm guessing that during the replacement of my radiator and associated work adjusting the hood it came loose.

Can someone knowledgeable explain what needs to be done to tighten it back down?

on the bottom on each side of the band is a threaded shaft that goes thru the body panels into the inside of the car, on those shafts are nuts used to tighten the band, dont tighten one side to much or the band wont fit right
