How Do I Get A Penna. Title for a Huckster

A friend has a 1929 Huckster with no title. The frame has no serial no. stamped on it ( I think Ford didn't stamp these frames when sold to independent body manufactures). The engine is probably not the original but has a 1929 serial no. Does anyone know the proper process to obtain a legal title for this vehicle? I think PA. has cracked down on the out of state titles sold by some in New York etc.

I would start by going to my local motor vehicle dept. (deputy registrar in MN) aand telling them exactly what you have and what you want to end up with. In my state these people have proven to be very helpful and over the years I have properly titled and licensed four vehicles. Most DMV's have procedures spelled out clearly in their regulations. I have never found it necessary to buy an out of state "collectible title" or "historical document". Too risky in this day and age.

Lots of states didn't/don't issue titles on "older" cars, it's possible your friend's never had one. AS jeff mentions, best place to start is where you're going to end up anyway, your local DMV office. Another place to start might be a local club meeting and kick the question/procedure around there. Chuck.I called 4 notary public in my area(Lock Haven-Williamsport)and none had a clue what to do,due to recent changes in title laws. They all gave me the number for Harrisburg and said ask for the title dept.1-800-932-4600.

PennDot has been, and is getting more, crazy on this issue. You may get several different answers, even from Harrisburg. I suspect you may have to title it as a reconstructed vehicle (bad). Whatever you do:
1. Don't invest any time or money in this project until there is a clear title or at least you know what to do.
2. Save each and every receipt for anything you purchase, trade, or get from Aunt Hilda for Christmas. The state wants to make damn sure they get their tax money on the project.
3.Do not send anything about titling directly to the DMV. The best method is to take your forms, receipts and money (having made copies of EVERYTHING) to your local state representative. They will take it to Harrisburg for you and, please believe me, they will get way less hassle and faster service than you could possibly get.
4. Document every call you make to Harrisburg;time, who you talked to,etc.
5. You can get the proper forms, once determined, from AAA.
6. The state DVM laws are online, but not necessarily every update.

Good luck and please keep us posted.
