Heinze coil box key

I have just bought a Canadian 1912 model T ford but cannot understand the function of the strange key that fits into the coil box? It is just a short diameter brass shaft with a slotted key way, and a bakelite? grip. What is confusing is that it can rotate completely? Is it just a breaker?

The key itself is brass and makes contact between two contacts in the switch, the lever at the bottom switches between battery, off and magneto. Once the "KEY" is inserted and the keyed part may just hold it in place by turning it. When the key is turned to line up the key and slot in the cover the key is withdrawn to disable the system. It's not a key as we know it.
