They are special bolts and will normally clean up just fine with a wire brush (powered preferably.) The shoes are round hole type. There are brass inserts which fit the shape of the bolts. Knock the inserts out and clean everything up and make sure they fit snugly but are able to move. These are not throw away parts and you won't get them except from specialist suppliers. These were made to be repaired and kept running. You need to adopt a make do and mend mindset.

The inserts are supposed to be free in the shoes and when rotated by the anchor bolts are used to center the shoes in the drum during initial adjustment.

Looks like one of them is split.

The brass inserts are still in the brake shoes. The shoes have a round hole and the inserts act as a cam to raise and lower the shoes for maximum brake shoe contact to the drum. so the inserts should rotate in the brake shoe hole. Thats the 39-42 style adjustment. You should be able to get new inserts or the special bolts.

In addition to what Mart says, note that the lower anchors are used only for shoe replacement and not a frequent maintenance item. Clean them up and re-use them.
