Do you see how the bracket appears mis-shapened and possibly cut. Below is an ILL of a 54 MERC AT that is close in appearance. The bracket secures the RS of the firewall mounted bell-crank.

second guess,
broken bracket that attaches the gas pedal firewall Z bar onto the top rear of the block.

I guess I am wrong, the picture posted by Kultulz shows it all.

Actually, dmsfrr pointed it out originally.
