A-17017 Spark plug/Head nut Wrench?

I'm sure this has been addressed in this Forum somewhere but I couldn't exactly find the answer. Everyplace one goes you find that the Model A basic tool kit includes a combination open end/box end wrench for the spark plugs (open) and head nuts (box). Except that the said wrench doesn't fit on the head nuts; it is too small. I have tried with multiple wrenches on multiple A's and have yet to hit a home run. Am I missing something here or am I just the most unlucky son-of-a-gun in the world? Can anyone shed some light on the basis of my misunderstanding? Thanks!

Model "T" wrench, Model "A" has no script, thin Hex Head but A-17017 I believe same number thru out production from 1927 -31 four types were used.check the judging standards for info.
