31 ford coupe trunk latch

Trunk handle latch shaft and lock are new. Key actuates lock appropriately. Issue is with all parts assembled latch and key does not lock . Latch hook moves as key is turned to lock position, but trunk handle will turn allowing lid to be lifted.

Appreciate any assistant in solving issue.
