16" or 17" Ford Wheels?

I got five of these in great condition and I was told they are 17" wheels. However, when I measured across and compared them to other 16" wheels I have with tires mounted, I couldn't see much difference in size.

Is there a way to tell positively what size they are?

Just eyeballing the pics, they look like 17's. To measure wheels, the tire size is where the tire bead rests. The outside diameter will be roughly 1 inch bigger. Those wheels, if I am correct, will measure about 18" across, (takes a 17" tire), and the actual tire size where the tire mounts, hard to measure, would be 17

Wheels are measured from where the tire sits. Yours are most likely 17".The 16" also does not have a raised area around the valve stem hole.it is flat.

Good tip on the raised valve stem hole, I've had hundreds of wheels and never noticed that....thanks!

Thanks everyone! That is good tip on the raised valve stem hole!
I'm putting them or the other 16" ones I have now (got them with the purchase of a Model A Coupe deal), on a Roadster. The Roadster is getting a flathead, Tremec trans, '67 Mustang rear end.

I'll likely sell the set I don't use.
