I would like to thank everyone for their input and attempted help. I kept working with it till I got it resolved today. I slotted the holes in the radiator tabs about an eighth of an inch that will cover up with the washers and then I loosened all of the fender bolts and was able to slide it...

Yes the leather is in place. Is there any way to determine if my fenders are after repro? You stated (so the radiator could sit on top) Should the fenders sit on top of the radiator ears?

Yes you are correct, it's only the tabs that are in contact. Should there be a spacer under the fenders that would raise it above the radiator tabs? I'm not close to car at the moment for measurements and pic's. But side to side the bolt holes line up perfect. Presently it's just frame, then...
