Some spin-on filters will have an internal check valve to keep oil inside the oil filter when the engine is off. This helps the engine get oil faster when it is just started up. Some do not have the valve. Check the specs on the filter you are using- this may be the cause..

Ken, regarding the 32 on AACA site, the poster is a daughter asking for help in determining the values of some cars her father left her. She doesn't yet give a number or location except the northeast corner of Pa. The location may be near Tunkhannock, PA, as that is listed on the image posting...

Sorry, didn't read the first question well enough. The E8016S is a 12 volt pump, but the E8011 volt pump is 5-8 psi which may be too high.
