In my younger days I accidentally broke the head off a stuck valve on an 8BA when trying to push it closed through the spark plug hole, I was careful to try pushing in the center of the valve head only and it still didn't work out. I agree with the others advising you to pull the intake.

But did Carpenter pin the pulleys on the new pumps? If not, then rich B's experience is probably useful here, the assembler simply got the location of the pulleys wrong and you could press them onto the shaft to line things up.

That air filter looks like it has had a hard life. The outer circle where the filter clamps onto a carburetor looks like it has been broken off, and also holes are worn, drilled, or something through the bottom outer skin. I don't think that filter is usable as is.
