Leave it out..two types threaded or with tabs.

Take a wire and ground the taillight to a good ground see if it works? if not remove cover at bottom of column to check if not full of grease or bad connections

Model "T" wrench, Model "A" has no script, thin Hex Head but A-17017 I believe same number thru out production from 1927 -31 four types were used.check the judging standards for info.
