Anyone know size of bolts that hold front seat to frame rails in a 1950 Ford Car?

I have a pair of Wescott rear fenders to use on my 37 Humpback. I don't see any washer kits listed anywhere for 1937, only35-36 and 39-40. Should I use the 39-40? I figure glass fenders definitely need the rubber to prevent splits. How where originals mounted, w/o washers?

What is the secret to removing the 2 front bolts on the w/s regulator? I've tried all kinds of sockets but unable to find anything that works due to clearance problems. Any suggestions would be appreciated. I'm at the point where I'm considering cutting some metal to gain clearance.
