I need a cowl band like was used on mail and other after market bodies on the Models A's in 28 and 29. this is the filler that filled the cap between the rear of the cowl and the after market body. I believe it was called a horseshoe band.

Fastenal will ship the wheels without a problem. All they require is that they are strapped to a pallet. They are also by far the cheapest way to go.

Take it down to bare metal. Thats the only way with the way you describe the current paint it is going to hold up. If you do not want to totally disassemble the body it can be sanded down with some effort. The fenders and other pieces I would have blasted by a competent blaster.
