The crestline steering wheel and the 52/53 accessory wheel are two different wheels. Yours is a 52/53 accessory wheel with the top of the horn ring broken off. I have installed several of those wheels on 53 Fords and never had that problem, a minor adjustment to the steering column cover by...
There is no reason to trim. Use a square shaped punch the same size as the end of retainer. Keep tapping it in and rolling the seal down in the grove with a large pin about 1 1/2 in diameter. It will all go in there.
Do not cut the rope seal. Get it all in the retainer. It will fit. If you cut it after things settle in you will have a gap between the two halfs and a oil leak.

signal lights were still an option for 1953 Fords. I have a coupe with no signal lights. It also lacks wiring in the steering column and to either tail or parking lights.
1952,1953 Ford or Mercury switch will work in your 1954 Mercury. If there is no physical damage to your switch cleaning and...
I am assuming that is a passenger car. Station wagons and trucks are different. Slide axles out about 6", Remove the rear end gears (what I call a pumpkin). Mark the position of the load adjusters on the side of each timkin bearing on ring gear assembly. Remove large main bearing type Caps that...
If the stater is still factory painted or if there are traces of factory paint the color can help ID the year pf the starter. After 1949 Ford started painting passenger vehicle engines that were equipped with manual transmissions with the starter mounted on the engine. Therefore factory Bronze...
The one on the left is more likey for a 1950 because of the bronze paint. 50/51 8BA starters were painted engine paint (Bronze). 52/53 EAB starters were engine color (Orange). 49 and earlier were Black.
The thin bushing plate was used starting 1949.

I believe the difference between 8BA/EAB engines and 59 engines is the thickness of the front bushing housing. The Thick one is 59 style and the thin one is for 8BA/EAB engines.
The later ones usually have data plate riveted on also.
