The mechanics where i used to work would weld a tank by putting an exaust pipe from another car into the tank and weld away with torch

Harbor Freight has the same electric pump for fourteen dollars

Tire pump repair kits have the leather cups in them but a little expensive for just the one piece. I got mine from SNYDERS some time ago
