I'm with Bluebell on this. I would have rolled the engine completely 360* on the engine stand, letting the oil flow into upper engine cavities. Also, put a squirt of oil into cylinders first, to coat the cylinder walls when rolling the engine.

Is the dash tunnel for a commercial application? I understand the tunnels for trucks are different, but I'm not sure what the differences are. Anybody know?

You might try soaking the frame in a molasses bath. (1 part molasses and 8 parts water). This solution is used to remove rust and I have used it very successfully. Usually, all bolts are easily removed after soaking for 2 weeks. Frame will be rust free also! Pressure wash to remove the molasses...
