Need the commonly rusted cross member under radiator replaced. I have the new piece. Just don't have the time or welder.

I'm looking at a roadster in Georgia and I live in Missouri and we need a title. He says no title state but car is registered in his name. Any suggestions ? Any help would be great. Should I just stay away .
