What would cause the engine to buck on deaceleration (30mph-0mph)? Engine runs fine otherwise.

Hi guys; noticed a metal to metal sound when turning on my 35 ford. Removed brake drums found brake shoe metal scraping inside brake drum on both sides. Cleaned and inspected , repacked wheel bearings. Bearings had correct adjustment. ( not loose). Springs are all on, no obvious problem. Any ideas?
