I agree with Dave that the Locking Hubcaps did not have a strap as 2 locks would be overkill. The reverse of my hubcap has a place for a strap to be installed. I also thought that the 32 hubcaps were a one year only item, so was the strap some kind of option with the hubcap or what? I just want...
